I have the honour to acknowledge the receipt of

your Despatch No. 282 of the 29th July regarding the appointment of Mr Messer as Assistant Land Officer for the New Territory, and venture to resubmit for your consideration the question of the salary to be

attached to the post.

A higher salary than that of the Assistent Land

Officer in Hongkong was suggested in my Despatch No. 303 of the 19th

June, because the duties of the new post will be of a much more

arduous and responsible nature than those of the former. They will

also be more responsible and more arduous than those of the Assistant

Registrar General, the pay of which post is equal to that recommended

by me for the new office. As Mr Wesser's duties will be quite separate

and distinct from those of Mr Wakeman, there will be no anomaly in

giving the new Assistant & higher salary than that now drawn by the

Assistant Land Officer in Hongkong. It must also be remembered that

Mr Messer possesses a knowledge of Chinese which is essential to the

officer discharging the duties of a Land Officer in the New Territories

Mr Wakeman's position as senior will, however, be fully recognised as

he is the officer who should be selected to act, as Land Officer

during that officers' absence, for which his technical training

specially qualifies him.

As the higher salary had been provisionally

inserted in the draft Estimates for 1904, which have now left the

Printers' hands, I have caused a note to be made of the fact that RIGHT HONOUORABLE
